Abstract
Law Number 6 of 2014 conce ing Villages gives authority to villages to form village institutions called Village-Owned Enterprises (BUMDes). Based on the above law, the FDesa Purwodadi Gove ment compiled a BUMDes policy as outlined in Perdes Number 4 of 2018 conce ing Purwodadi Village-Owned Enterprises. The purpose of forming a Village-Owned Enterprise is to manage the potential of the village, increase the community's economic efforts, and to increase the village's original income. In this case, the Village Gove ment and the BPD have the right to determine the BUMDes management and the businesses that will be managed by the BUMDes through village meetings attended by all members of the community. The BUMDes Purwodadi is named BUMDes Adi Karya Dadi Mulyo. The purpose of this study is to find out how the implementation of Perdes Number 4 of 2018 and to find out the factors that support and hinder the implementation process. This research uses implementation theory popularized by Grindle which is described using descriptive qualitative methods. The data collection techniques used in this study were through interviews, observation and documentation. And the data analysis technique used is through the process of data reduction, data presentation, and data verification. By going through the research process above, the results of this study indicate that the implementation of Perdes Number 4 of 2018 conce ing BUMDes is running as expected because it can contribute to increasing community economic business, managing village potential, and increasing village original income which can accelerate development. village. This research uses implementation theory from Grindle, in which there are 2 aspects that influence its success, namely the content of policy and the implementation environment (context of policy). Meanwhile, the factors that support the implementation of this Perdes on BUMDes are: the village potential, the role of the gove ment, and the existence of supporting facilities and infrastructure. The factors that hinder this implementation are: the location of the village, the low level of education of BUMDes administrators, and the lack of capital for BUMDes businesses.
